Second, keep the capacity words distinct — 产能 is what a plant can make, 产量 is what it actually made, and 产能利用率 is the ratio between them. When you raise a quality issue, lead with evidence: state the 不良率 (defect rate), the 规格 (specification) it violates, and the affected 批量 (batch), then ask for 整改 (corrective action).
